I took the sample leaf (picture 6), with one of the smaller honeycomb galls, on Tuesday June 28. Noticed three wasps this morning, July 2.
Image 7 shows four exit holes in honeycomb gall.
Wasps are about 2mm from wing end to antennae. Images 1-3 one individual at 40x; images 4-5 another individual at 20x

Agamic galls - No labels but based on the photos from Weld these look like the same galls that he photographed in his 1921 "American gallflies of the family Cynipidae producing subterranean galls on oak" so presumably these are holotypes/paratypes and were collected by him.
