@RBCM From BC Provincial Invasive Species App (RI-IOS Smartphone App Report Submission), app coordinates (51.585621, -120.124237) place the observation on the golf course, but the photo shows a road surface, so manually positioned the location to the closest roadway along the river.

A Great Horned Owl I saw in the park 2 days later confirmed for me that the feather was from that owl.
The feather is 4 3/4" or 12 cm, and that is a Thimbleberry leaf that might also be used for scale, for those who know how big Thimbleberry leaves are.
My initial ID made no sense after thinking whether a Western Screech Owl, about 8.7" tall, would have a body feather 4 3/4" long, more than 1/2 as tall as the bird!
